Requirements for Phase 1 Metadata Instance

This issue serves to identify the datasets that need to be ingested and the elements that need harmonization for the Phase 1 C2M2 metadata instance. The requirements are based on the use cases being developed by KC7 as well as the Full Stacks for the October 16th demo.
