Change for pay to contract hash.
Includes 2 RPCs that are loosely seperated:
(1) getcontracthash: gets the contracts hashes given the file paths of where the contracts are located.
(2) getpaytocontracthash: gets the P2PKH given contracts
Changes will need to be included to make sure contracts are in the right file format.
