GLM plotting does not filter by time bounds

I'm not really sure what the default behaviour "should" be here, but when plotting GLM events on an already existing xlma BlankPlot, the GLM events are plotted on the plan and cross sectional axes regardless of whether or not the events fall in the timeframe specified by the BlankPlot's tlim

I believe the way I handled this in the draft implementation was to have a filtering function that was called as part of a custom subclass in the notebook. So those subsetting functions exist and can get rolled into an if has_glm: part of the default interactive class. Maybe blank_plot can call the same subsetting logic for the static plot.

Looking into this further, it seems there isn't any space or time filtering in pyxlma.plot.xlma_plot_feature.plot_points... and I think that's intended. I think there shouldn't be any filtering on the static plots/that might be too much hand holding.

If someone wants to plot points on an XLMA plot, the plot_points and plot_2d_network_points functions do that. If the user sets a space or time limit that prevents points from appearing on one axis, that shouldn't necessarily prevent plotting the points on other axes, and it's up to the user to decide if the plot displays what they want (for static plots only. interactive is a different story, as the library does more of the management of this )

Also, adding filtering to BlankPlot will duplicate the filters already present in interactive plot. The current organization is to keep the filtering in interactive, and I think keeping the filtering in interactive and out of blankplot makes the most sense.
