Explorer++ does not restore window if a instance is minimized

Describe the bug
When launching explorer++, if the window is minimized, it does not restore to normal state.

To Reproduce
Steps to reproduce the behavior:

1. Launch Explorer++ with a instance already minimized
2. Window does not restore to normal

Expected behavior
Generally expected UX is to restore the minimized window.

Version:

• Explorer++ version: 1.5.0.2429 (64-bit build)
• OS: Windows 11

Also occurs when launching via cmdline
