Execute `preStart` devfile events after the `project-clone` init-continer has run.

Description

preStart events are currently unable to use any files from the workspace project source because the project-clone init-container is executed last.

The project-clone init-container should be run right after the che-code-injector init-container. All preStart event init-containers should run after.

@cgruver was there a specific reason for this order? The implementation in #1461 will have the project-clone init container run before the che-code-injector init container

No issue with it running before che-code-injector.

The important thing is that it runs before any preStart events defined in the devfile.
