User specific configurations are not working as described

Expected behavior

As an IDEasy user I expect my IDEs (intellij, vscode, eclipse) to use my settings from any project if they were placed in f.e. ~/.ide/intellij\workspace\update\.intellij\config\options\advancedSettings.xml

Actual behavior

My settings are not being used at all.

Steps to reproduce (bug) / Use Case of feature request (enhancement)

1. Create a project and change some settings in the ide (f.e. disable README.md startup in intellij advanced settings)
2. move the changed configuration file in the respective folder in your USER_HOME
3. Create another project and start the same ide
4. Settings are not loaded

See #982 - you are missing a settings subfolder. Not a bug in IDEasy.

Needs to be re-opened because documentation is misleading.
