CI fails occasionally #117
Description
Problem
CI in this repo (and possibly other too) fails occasionally (see single windows fail and now single ubuntu fail). I'm sure this is not caused by our workflow file, setup build, or package code. CI in my fork works too.
This is either because of random dependency versioning (not very possible as I checked against CI run in my fork) or any GitHub runner cache.
Proposed solution
Let's first prepare a simple clean-cache workflow and see if it solve the problem
