This introduces EditorConfig, which automatically removes trailing whitespace and removes/resizes tabs from files that are edited (assuming the EditorConfig plugin is installed).

@Kaweees I think this is handled by our linter which is Ruff.

Ruff and pre-commit-hooks within the pre-commit file does not handle code files, like markdown or toml
