Move attributes `timer`, `description` and `units` fields in another table

By moving these static fields in another table we can write them only once in the database, preventing it from quickly exploding in size.
For now we need to keep the same structure for the readings, this means that when a client request an attribute, we should present these fields alongside the timestamp and value ones.
