fetch latest ci runPipeline script on replay

Fairly confusing for people that replay doesn't fix anything if the ci repo was updated in the meantime.

Looks like Dynamic retrieval should help, or maybe even just using library 'dlang@master' instead of library 'dlang'.
Also I could turn off the "include in changelog" check, which might trigger this effect accidentally.
