Comment in the file says It will be removed in March 2014.

There are btw several other places where it says "Scheduled for deprecation in $date". Does that mean it can be removed at the mentioned date, or that it should be marked as deprecated in the source code?

I recommend you look at #1766 (comment) to see how deprecation is generally handled in Phobos.

This looks fine, but in addition to this, std.metastrings needs to be removed from the dlang.org repo, otherwise there will still be links to it. In particular, it's mentioned in std.ddoc and std_consolidated_header.dd.
