Debian has removed openjdk-10 from the Debian archive (which causes those to fail), and Oracle no longer supports it (to my knowledge).

jre10/jdk10 has been removed from Debian package sources because
it will not receive more security updates.

In docker-library/tomcat#138 the removal
of Tomcat 9 based on JRE 10 is discussed.
