My initial response is that maybe we don't update Alpine version for 2.4 since it is EOL on 2020-03-31 (https://www.ruby-lang.org/en/downloads/branches/). That way the 2.4 on Alpine 3.9 will still get updates until the end.

What do you think?

That's still quite a long time and would not be consistent with other base images (e.g. Python 2).

Update for the 2.7 stable and let's merge.
