[k8s] support multiple version of the kube compose controller api

The next version of the kube compose api extension will bump the api (from v1beta1 to v1beta2). The docker cli should support both for a specified time (marking v1beta1 deprecated at some point).

• Add version negotiation with the api extension
• Support v1beta2
