For debian packages `try-restart` doesn't function as expected when the service has been stopped due to a package removal. Later versions of debhelper have replaced `try-restart` altogether with `restart` so this PR just helps older distrubtions do that as well. Signed-off-by: Eli Uriegas <eli.uriegas@docker.com>

There was a bug where the containerd service wouldn't start if the
containerd.iopackage was previously removed then installed again. This should remedy that.
