Update engine/admin/logging/syslog.md to show all the daemon.json options

The page talks about the flags you can use to configure Syslog when starting the Docker daemon, but it's not obvious which options are supported in the daemon.json file.

Not only syslog, all of them need to be (manually) brought up to date. I'm working on it.
