WASM build tools addition

For the WebAssembly build tools section, we added the following to What's New but don't cover them in the docs.

New features in the `wasm-tools` workload for .NET 7 that help improve performance:

* WebAssembly SIMD support (should only be used with AOT, not supported by Apple Safari): `WasmEnableSIMD`
* WebAssembly exception handling support: `WasmEnableExceptionHandling`
