This is step one of what will be a three step process:

  1. _Layout.cshtml coverage generally across 6.0 topics. This PR.
  2. Control of <head> content. Can be worked immediately after this goes in.
  3. Prerendering and integration updates. The setup is so complex that it will need to be tested locally using prerelease bits, so the last step will be on hold until RC1 releases.
