CodeReferences and MoveToResources not updated in ResXManager.config.xml when removing items in UI

I briefly mentioned this issue here before.

When editing items of code references or move to resources in the UI they are added and updated correctly inside of the config file.
Removing them does not update the config.
As a workaround you can edit one of the remaining items after removal and the list is updated with the removed items missing.

I'd expect the list to be updated when removing items, too.

ResXManager version: 1.95.6617.0
Visual Studio 2022 Professional version: 17.14.9 (July 2025)

In my case, adding a file extension also updated the configuration file correctly, which made the context menu show "Move to resource." However, after closing and reopening Visual Studio, the context menu no longer shows "Move to resource," even though the configuration file still contains the added extension. The configuration UI also doesn't show the added extension.

Steps to reproduce.

1. Add extension ".axaml" to "Move to..." in configuration tab.
2. Context Menu in ".axaml"-file shows "Move to resource".
3. Close and reopen VS.
4. Context Menu of ".axaml"-file does not show "Move to resource".
