Intermittent "Could not find NUnit2 results file" test failures

The Package Tests > macOS > Tests > APKs 2 stage is intermittently failing on both PRs and main with the following errors:

TestApks.targets(272,5): error : Could not find NUnit2 results file after running component
  `Mono.Android.NET_Tests/xamarin.android.runtimetests.NUnitInstrumentation`:
  no `nunit2-results-path` bundle value found in command output!

TestApks.targets(301,5): error : Application crash detected. Could not collect performance data.

TestApks.targets(184,5): error : Execution of the following components did not complete successfully:
  Mono.Android.NET_Tests/xamarin.android.runtimetests.NUnitInstrumentation

Seems #10846 was not the root cause, this is still happening.
