PR #1101 (bumping to mono/e65bf00e) is currently failing to pass all
unit tests, and the current hypothesis is that this is due to a cecil
bump in mono/2f18e7dd.

Bump to mono/0f53cb27, which is the commit before the cecil bump.
Let's see if this fares any better.

Our current enhanced fast deployment system makes use of grey-listed
API's which are going to be removed in a future version of Android.

Removes support for fast deploying the `packaged_ressources` file to
the `.__override__` directory.  Also remove the resource patching
support from the debug runtime.
