There is another property $(AndroidUseDebugRuntime):
It's based on $(Optimize):
Should we use that instead of making a new property?

If you prefer to reuse something I think that we should reuse: AndroidIncludeDebugSymbols

Yes, $(AndroidIncludeDebugSymbols) seems right, because it also looks at $(DebugType):
