Decide how to flow DarcLib into installer

The DarcLib library comes from arcade-services and contains the logic used for VMR initialization/synchronization.
This logic is used when we bootstrap the VMR from installer (just like we do with the tarball).

We should figure out if arcade-services -> installer is a valid subscription that we want to have.
