Replace all VS 2022 image references with VS 2026 equivalents:
The 1ESPT-Windows2025 image right now is still using VS2022 but is going to have VS2026 soon.
This fixes build failures when certain arcade steps like Signing Validation try to use .NET 10+ which requires MSBuild 18.0 / VS2026.
