The secret synchronization job now installs the repo SDK via UseDotNet. Because global.json points to a preview .NET 11 SDK, the task must allow preview resolution or it fails before secret-manager runs. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
