Blazor Make Default Template Favicon Blazor Logo

Consider updating the templates to use the Blazor logo instead of the current default:

This should be an extremely quick change. Just create the favicon and update the appropriate templates as was done in: #22533

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release. We will reassess the backlog following the current release and consider this item at that time.
