Closing because this targets 'release/3.1' and I'm cleaning that in #32630.

@dotnet/aspnet-build it's not too difficult to distinguish this from e.g. #32795 by hovering to see the target branch. But, https://docs.github.com/en/code-security/supply-chain-security/configuration-options-for-dependency-updates#commit-message allows us to configure a prefix for the commit message that would appear in the PR title. Let me know if a prefix like [release/3.1] seems worthwhile in the separate package-ecosystem objects in our new dependabot.yml file…
