The source-build-externals change has been made and integrated into this PR. This should be ready to be merged. @mkArtakMSFT - does this need approval to get into RC2? I think all these IdentityModel updates have been approved because we can't ship without them. |

Updates our 8.0 dependencies on Microsoft.IdentityModel to 7.0.0-preview4 and undoes the workarounds added in #50218.
Note this will need dotnet/source-build-externals#198 to be merged and updated here in order to pass source-build. (FYI - @mthalman @MichaelSimons)
