Pull request overview
Updates the repository’s root Visual Studio configuration to match the component list in eng/scripts/vs.18.buildtools.intpreview.json, including newer VC toolset components and the Windows 11 SDK.
Changes:
- Updates VC toolset component versions from 14.29.* to 14.44.*
- Replaces Windows 10 SDK 19041 with Windows 11 SDK 22621
- Switches listed workloads to BuildTools-oriented workload IDs and adds NuGet/F# MSBuild components

I synced .vsconfig with a combination of what exists in both
eng/scripts/vs.18.buildtools.intpreview.jsonandeng/scripts/vs.18.intpreview.jsonAt least the
Windows10SDK.19041component was outdated and should beWindows11SDK.22621, but I synced everything else, just to be sure.
