Unless I'm mistaken we probably don't want to use a pool named "internal" on the public project.

The hosted pools are cleaned after every use. I am working with the Mac team to handle this better but for now this will unblock.

I am testing another solution in #21816 which should allow to use the previous names of pools

As suggested in https://github.com/dotnet/core-eng/issues/4856#issuecomment-451295212 switch to Hosted Mac Internal Sierra for both internal and external projects.
Enable back OSX.1012.Amd64.Open and OSX.1012.Amd64 Helix queues.
Add new OSX.1014.Amd64 for internal project.
