Create dump utility to be gc heap hard limit & large pages aware

When you set GC Heap Hard limit and Large Pages, the runtime commits all the memory, so dumps (on Windows) are much larger than if you had not set Large Pages.

Since we’re advertising a new create dump utility to solve a related problem on Linux we could make a utility for Windows too.
