Review subscriptions for VMR and VMR repos

We should review all incoming and outgoing subscriptions for the repos that are part of the VMR (only the relevant branches). Same should be done for the VMR itself as well.

Now that we are all in on VMR and VMR forward and backflow, we should delete the previously disabled subscriptions for main. Those confused teams already and resulted in a wrong change.

@rainersigwald MSBuild is taking the 17.14 roslyn toolset package today, into main. Should this be updated?

For fsharp, open questions:

• MSBuild 17.13 is flowing into FSharp main. Should this be 17.15?
• release/dev18.0 is flowing into the VMR. Should this be main?
