This detail was missed in #6357. The previous configuration only predicted area labels for PRs into `main` and `dev` branches.

Issue Labeler was updated to use GitHub Actions instead of Reusable Workflows. This updates the workflows in the repository to use the new workflow templates that exercise the action-based implementation. After merge, training will need to be re-run.
