There's some weird Arcade issue (and only on the deterministic builds leg), it doesn't fail on both main and release/17.3.
We may either update arcade sdk to the same version as in 17.3, or ignore this leg (since it only runs on PR build).

I've cherry-picked an arcade sdk update, let's see if it fails.
