This will allow us to remove the PlatformAbstractions library from dotnet/runtime.
Contributes to dotnet/runtime#3470
This is a similar change to dotnet/sdk#11076 and dotnet/runtime@a1af15d. I believe it is the last change needed before we can remove the PlatformAbstractions library. If you know of another place that uses it from the .NET Core product, please let me know.
