Meta issue for Objective-Sharpie updates

Sharpie is in need of some updates. This issue tracks the updates we've planned for sharpie in the .NET 11 time frame.

The first version of the new sharpie has been released: https://github.com/dotnet/macios/releases/tag/sharpie-26.3.0.11

The remaining task (upgrade to emit rgen-compatible output) will probably not be done in the .NET 11 timeframe, so taking this off the .NET 11 milestone.
