MSBuild CI builds aren't working. We believe it's an Azure DevOps bug.

Matt Galbraith temporarily worked around the issue for us, so this issue is more for bookkeeping.
It looks like closing/opening PRs is a workaround for PRs that don't have pipelines associated with them.
