Experiment/Pilot Binlog redacting tool

Motivation

Scoped down version of #8400
Early feedback gathering for prototype done as part of #9007 - this will be very helpful to form requirements for next iteration of the prototype.

Envisioned approach:

• Getting the tool to internal feed
• Injecting it into ‘Prepare Binlogs to Upload’ step (https://github.com/dotnet/arcade/blob/main/eng/common/templates/steps/publish-logs.yml#L10) in an experimental branch o chosen repo
• Running private run of a pipeline for that experimental branch (good candidate pipeline (internal): https://dev.azure.com/dnceng/internal/_build?definitionId=750)

Expected outputs

• Private run with the prototype tool - showing that some binlog was redacted (plus redactor logs were uploaded)
• Once the experiment is done - run it by with dnceng and work on piloting it as part of all arcade enabled pipelines

Next steps:

• Fix the embedded files processing: Binlog redacting - properly process embedded files #9147
• Incorporate into arcade: Add initial binlogs redacting functionality arcade#13991
• Incorporate into binlog viewer (either wait for net8 GA to be able to target it in the viewer, or backport the api exposing to MSBuild net7)
