This PR updates MSBuild's version from 18.4.0 to 18.5.0 and configures the insertion and merge flow infrastructure to support the new version branch.

- Version bump from 18.4.0 to 18.5.0 in Versions.props
- Added vs18.5 branch support in the VS insertion pipeline to target rel/d18.5
- Updated git merge flow to establish vs18.3 → vs18.4 → main chain
