Include Aliases as metadata for PackageReference in the nomination #6011
Description
Project-System side of NuGet/Home#4989.
Given that there's no API changes, and the feature is not driven from the project-system side, I think this can be done whenever, so I'll just do this change when I work on the NuGet side change.
