Disable Razor indentation options in Tools->Options

See #3317. None of the Razor indentation options in Tools->Options actually do anything, since Razor uses language-configuration.json to power indenting. All three radio buttons should probably be disabled, but current VS infrastructure seems to only support disabling "Smart" indent specifically.

Do we think this is an easily actionable thing for 17.0-P5 or push to 17.1?

I think it's probably a 17.1 item. I remember trying to disable all three indentation options but I believe VS infrastructure doesn't support disabling them. We would probably have to talk to partner teams.

I think we now correctly support these via a polyfill, but I'm sure if there are product bugs that remain they'll be logged with their context.
