[mono][tests] Microsoft.VisualBasic.Tests.InteractionTests fail

This is follow-up issue for the problem with several Microsoft.VisualBasic.Tests.InteractionTests tests running on Mono:

• Microsoft.VisualBasic.Tests.InteractionTests.SaveSetting
• Microsoft.VisualBasic.Tests.InteractionTests.DeleteSetting
• Microsoft.VisualBasic.Tests.InteractionTests.GetAllSettings
• Microsoft.VisualBasic.Tests.InteractionTests.GetSetting

This issue is used to annotate mentioned tests with ActiveIssue attribute in #2087
