[mono] Wrong System.Data.SqlClient.dll loaded

Live-built System.Data.SqlClient is being deleted in #2275. The few tests that use System.Data.SqlClient are being switched to use NuGet package.

The Mono assembly seems to have a bug where it loads wrong System.Data.SqlClient.dll after the switch to use NuGet package that makes these tests to fail. I am disabling these tests against this issue.

From what I can tell, System.Data.SqlClient.dll is the same one loaded into both runtimes.

I think this might be a reflection problem as the failure is actually happening here:

Sorry about the false alarm. This is a problem in how src/libraries restores NuGet packages and it is also affecting CoreCLR on Alpine. I am reverting the disabled tests in #31850
