Replace usage of PreserveDependencyAttribute with DynamicDependencyAttribute

Remove PreserveDependencyAttribute file which is included and projects as a source file and use official public API with the same functionality which is called DynamicDependencyAttribute.

This depends on dotnet/linker#1215 completion
