[wasm] native functions with varargs are not supported

With #59671, we won't generate any decl for DllImports for variadic native functions, because wasm doesn't support that.

Not sure if we need to teach the runtime how to invoke varargs Emscripten C functions to make this work, but it looks like there's a global __stack_pointer and the varargs go on the C stack (so... pretty much like a normal platform).
