Re-enable runtime tests running on Android arm64, when the installation timeout gets fixed

Runtime tests timing out on Arm devices. Timeouts came from the Xunit runner not calling XHarness in time (might be long running tests or some other problem). It took 3 hours for Xunit to call XHarness.
