Add new set of RPM packages, with '-cm.2' in the name

Need a new set of CBL-Mariner 2.0 packages named correctly, with '-cm.2-' in the RPM package file name.

Arcade change implemented with: dotnet/arcade#8481

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
