All the test legs have passed on second attempt (https://dev.azure.com/dnceng/public/_build/results?buildId=623669&view=logs&j=01490b3c-35f1-5b33-e99b-db3dd7007596), have no idea why they are showing as "In progress" - merging. |

As per discussion in #35364 (comment) I am removing HW_Flag_UnfixedSIMDSize and HWIntrinsicInfo::HasFixedSimdSize()
