The SDK/CLI only runs on Mono in VS4M at the moment -- there is a workaround where VS4M can set |

This is needed to create apphosts targeting macOS on mono. On CLR this worked fine, since we relied on
UseShellExecutebeing set to false by default (which is not the case for mono nor .NET FW).Testing
