Contributes to dotnet/source-build#2529.

dotnet/source-build#2533 is adding v1.0.2 to SBRP, so we need to use the same version so it isn't a pre-built.

runtime (Libraries Test Run release coreclr windows x86 Debug) failure is Sockets.Tests.: SendPacketsElement_FileStreamMultiPartMixed_MultipleFileStreams_Success and SendPacketsAsync.SendPacketsElement_FileStreamLargeOffset_Throws

Build iOSSimulator x64 Release AllSubsets_Mono was canceled due to time out.
